Preheat your oven to 350°F. Line a 12-cup muffin pan with liners and spray them with nonstick cooking spray.
In a large bowl, whisk together 1 1/2 cups all-purpose flour, 1 tablespoon baking powder, 1 teaspoon baking soda, and 1/2 teaspoon salt.
In a separate large measuring cup, whisk together 2/3 cup buttermilk (or milk + vinegar), 1/4 cup maple syrup, 1/4 cup vegetable oil, and 2 eggs.
Pour the wet ingredients into the dry ingredients. Stir gently until just combined. Mixture will be slightly lumpy.
Stir in 1 cup chocolate chips carefully.
Fill muffin cups 3/4 full with the batter.
Bake for 12-15 minutes, or until a toothpick comes out with just a few crumbs and the muffins are puffy and golden.
Cool slightly before serving. Serve warm or cold, plain or with butter and syrup.
